The Zetas pose a bigger threat to Mexican authorities. Unlike la familia they have little to no moral values and any sense of community involvement. They were founded by army deserters and are well armed and trained. The jailbreaks they perform pose a constant threat to some Mexican prisons. They are ,as stated in the report, "the most feared gang in Mexico".
I think the gang issue in Mexico is worst as it has become a top priority in Mexican politics.The drug war has killed over 11,000 people since its begining and has inflicted much fear in Mexican civilians.
