APGov - Periods 5&7 - In-Class Activity

You have two items to complete today while I'm gone:

1.  Complete the Bureaucracy review sheet using your textbook.  The worksheet emphasizes information that will be on the Bureaucracy Exam on Monday.  Make sure you turn in this worksheet to the teacher before you leave.

2.  Read this article on the prospects for healthcare reform on Politico.com.  In the comments section of this post (on Room3011) add a comment predicting whether a healthcare bill will be passed by the Congress or not.  Include with your description the reason why you think the bill will or will not pass.  Include one of the reasons listed in the Politico.com article in your comment.  The most accurate predictions will get some extra credit on the Bureaucracy exam.

I believe that the healthcare reform bill will fail. Although there are a few reasons to argue this, I think that the most important reason at this point is that congressmen, and most other polititians, are currently much more worried about being reelected than the are about doing any acutal good for anybody else.

I think that the health care bill will not pass, because politicians don't care about Pelosi's legacy, only about getting reelected. Therefore, they will do what their constituents want, and I believe that the Americans don'T want the bill

In my opinion the health care bill will pass because Nancy Polosi will be very persuasive in getting the house to be on board with the plan.

 I don't think the health care reform will pass because the undecided democrats who are running for reelection in November, 2010 do not want to risk doing something that would lose them votes, regardless of whether they personally support the bill.

I do not believe that this bill will pass. Although both President Obama and Nancy Pelosi have a lot riding on the passing of health care, the republicans and unsure democrats will be able to make up enough of a group against it to stop the bill from collecting the required votes. Also, the sheer size of the bill, 2000 pages just allows each congressman to find one specific point that they disagree with.

I believe that the the health care reform bill will pass because both Obama and Pelosi are very influencial politicians. Also both are pushing really hard for this bill to pass and so they if eventually find a way, even if it's a loophole or they convince resisting politicians with favors or add ons in the bill.

I think the bill will fail because the Congress people are more interested in getting reelected than helping the president. People do not like the bill because it makes cuts to medicare and it raises taxes on people making $250,000. The Congress people know that there are many people who oppose the bill so they are likely to vote against the bill so they can get reelected.

The healthcare bill will be passed because Nancy Pelosi will probably find a way to get representatives to go with the bill. By getting people who are loyal to her and the party to be on the side of passing the bill or by "threatening to deny Democratic Congressional Campaign Committee funds to those who will need that money to save them in tough races."

I think that the healthcare bill will not pass because enough Americans are against the bill that congressmen will be hesitant to vote for it. Obama and Pelosi are not strong enough influences.

I don't think the health care bill will pass because the size of the document allows people to find many problems with the bill. Also because Democrats seeking reelection might not go with it even though they personally support it.

I do not think that the bill will pass pass because the bill is too complex already and people want even more to be added to it. The Democrats are more in favor for the bill but the article says " atleast a dozen Democrats would vote against the Senate bill unless it is amended to include the House language bearing federal funding of abortion." Which it will not include. These votes would be enough to make the bill not passed. Peole in the Senate and the House are bound to disagree with some points in the 2000 page health care reform proposal. There is just too many thugs that could go wrong before it is passed.

In my opinion the healthcare bill will fail because congressman can find many faults including one rep. who belived it was not liberal enough. They are also more worried about elections this year and not Obama's reelection in 2012.

I think that the bill will pass. There is evidence that it is an eventual and desired outcome. America is becomig more socialistic, as shown in the 2008 elections and resent polls, and so democrats are pressured to pass social legislative. Also, the majority leaders are pressuring democratics more than ever. A lot of things depend on the passing of this bill.

I do not think the healthcare bill will pass because, as mentioned in the article, the bill is simply too complex making it very likely for arguments o problems to arise. Due to its complexity, it would it very challenging for the House of Representatives to accept the same or similar version of the bill. Also mentioned, not every Democrat is in favor of the bill.

I believe the health care will pass through congress for two reason's, specifically two people will play major roles, president Obama and speaker of the house Nancy Pelosi. With their leagacies on the line, they both will get their act together and work to get the undecided on their side and finally put the healthcare debate to a rest. They both have intenions to get this passed and with their persuasive ways they will be able to perform or be able to recreate what is known as the jhonson treatment to get the few remainig votes needed to pass the bill.

I think the health care bill will pass. The article said that it seems to be inevitable. For over a year now we have been hearing all about health reform. It is by far the biggest piece of legislation in years, and in the end I don't think the Democrats are going to let something that massive slip away. From all of Obama's tweets and the delay of his Asia trip, I know that he is pouring every last ounce of his energy into this bill. As the article said, Obama and Pelosi's jobs and legacies depend on this vote. Also, the article stated that there was a 55% chance of the bill passing, so I'm going to go with the odds.

Either way, even if the healthcare bill passes or not, the democratic party will be affected severly. If the bill fails, the Democratic party will get crushed in the next election. In the article, it said that in 1994, the Democrats lost control because they pushed for healthcare reform but because they failed to deliver. But, if the healthcare bill passes, Joel Benenson says that the Democrats will suffer dire consquences if the bill passes. Also, the bill raises taxes for people making more than $250,000, medicare is cut, some people may have to switch insurance, and the major reforms don't kick in for a number of years. With all the negatives for passing the bill, just to make the Democrats look confident, keep their promise, and just to stay in office and keep democrats in majority? I say this bill should not pass with the odds of the outcome if the bill passes.

I do not believe that the healthcare bill will pass through Congress.  There are still too many undecided democrats who might vote against the bill. Also, since the billie so Lon (2000 pages) there will inevitably be something in the text that someone is opposed to; something that could sway a congressman's vote completely even if it may be a little detail in the context of the entire bill. With a bill so long, many people may not have the patience to consider all of it, thus automatically making them vote, "no".

I do not think this bill will pass. The republicans and the undetermined democrats will complain that because the bill is too long and so cause more government involvement, something their constituents do not want. Also, Barack Obama's popularity has recently been going down, so many do not want to associate with him.

I personally feel that despite my longing for the health care bill to pass, I honestly do not believe that the health care bill will pass. The main reason I think this bill will not pass is because a bill as big as this has many little details that can upset some possible supporters of it. One notable group of possible supporters who might vote "nay" for this bill is the Stupak coalition who might not vote for the bill because of a lack of specific language toward federal funding of abortion.

Obama's health care reform bill has a slim chance of passing in Congress; especially after the great amount of deliberation and controversy that has already occurred. The reasons Carrie Brown gave in this article for the bill sinking are infinitely more probable of occurring compared to the circumstances it would take for the bill to pass. The strongest point Obama has going against his health care reform right now is the Nov. 2 election that will occur later this year. Many Democrats in the House realize how risky it would be to back the president's health care bill with the amount of opposition the president is already facing. House Democrats can only influence legislation if they win their elections in November,and pleasing their constituents within these last couple of months before the election is their main priority. The bill inevitably will raise taxes for people who earn more than $250,000, cut funding for Medicare, and may force some people to switch insurance. These are all factors that will drastically affect the constituents of House and Senate members, and no member of Congress wants to be responsible for angering their constituents. Perhaps if Obama were making this huge push for health care at a point in time further from a mid-term election, he would have more substantial support in Congress. -Brianna Hogan

I do not think the bill will pass because the vast number of undermined democrats will most likely vote against the bill. Because of obama's recent pressure for reconcilliation will cause them to vote on the safe side due to the fact that obama's decreasing approval ratings would hurt their image by voting in favor of him, and that the wavering democrats have many constituents that are not in favor of the bill.

I don't think the bill will pass in congress. Because the bill is 2000 pages long, anyone could find a reson to vote no. Many democrats have alredy decided to vote yes on the bill but because of some issues like abortions or immigration, many members of congress are changing their votes to help their districts.

I believe the bill will not pass. The article mentions that I I I believe the bill will not be passed. The article mentioned that most politicians are just worried about getting reelected, meaning they will be watching closely to what their constituents want, and it seems that America is less than pleased with the bill. Also, the article mentioned that the bill would be taxing people with incomes over $250,000. This is dangerous, taxing powerful and rich people who hate taxes, because why would they donate money, persuade their powerful friends to vote and vote for someone who passed a bill that made them lose money?

pass. With congressional elections approaching, I think that most politicians are more concerned with getting reelected rather than passing healthcare.

I think that the healthcare bill will fail because there ate too many swing votes, a lot of people don't want to vote for it because of the abortion clause in it, and polititions are too worried about hettig reelecyed to thi k about passing he bill or Obama's legacy.

Personally I think that some form of the health care bill will pass because many political careers And reputations are riding on this decision. Although republicans are very against the bill the democrats could still possibly pass it even without the support of the republican party. Obama s determined to pass this bill one way or another because he promised it during his campaign and has been promising/working this bill. If it's not passed the democrats reputation will be destroyed because they are persieved by many to not follow through on their promises in the past. Obama and the democrats must follow through on the health care bill.

I believe Obama's health care initiative will ultimately pass Congressional debate and become a bill. Much of the administration's current concern has gradually evolved to focus upon the upcoming 2012 election, desperately seeking a method to gain congressional approval and hence place one positive consequence onto the already small list of executive achievements. Failing to do so would eradicate Obama's most significant priority shown throughout the past two years, creating an upset arguably greater than Clinton's 93-94 health care failure. The surmounting pressure will force Obama to tweak a proposal liked by Congress and the American public, and hopefully one that will pass soon.

I think the bill will pass because Obama and Pelosi are using mutliple tactics to pass this bill. For one, Obama is trying to use reconciliation to pass the healthcare bill. As well, in the Washington Post this morning an article discussed Pelosi's new plan to "deem and pass" which is another way to get the bill passed. The pressure that is on Pelosi and Obama is what I feel will get this passed. Obama's presidency is dependent on this bill passing. The two of them will work their hardest in order to have this massive healthcare plan pass.

I think that eventully a healthcare bill will be passed. Obama is pushing this bill so hard because his presidency depends on it. The republicans in congress will eventually decide that their own campains will suffer from stalling the bill so they will vote on it.

I don't think that the healthcare legislation will pass because not only are the Republicans against it, but even some Democrats are.  For example, Rep. Luis Gutierrez (D-Ill.) is against it because it prohibits illegal immigrants from using their own money to purchase insurance in the exchange. Also, Rep. Dennis Kucinich (D-Ohio) won’t support the bill because it isn’t liberal enough.  Another example of forceful opposition is the Stupak coalition, 12 votes firmly against this reform.  It doesn't help that Pelosi has abandoned negotiations with lawmakers who want limitations on federal funding of abortions.

The 2010 health care bill will not pass mainly because of the many oppositions towards this 2000+ paged bill. Many congressmen (including the democrats) do not care if it dies because it is mostly a bad thing for obama because then half of his first term is wasted.  Also, the congressmen only care about their upcoming election in November, and will most likey vote for what the public favors first or else the congressmen may loose a vote.

When you consider what is at stake, I think it is clear that health care reform will pass. The cooperation between conference committees, politicians, and branches of government (executive and legislative) has never been to this extent in recent memory. The fact is, many of the most important people in Washington have put so much effort in to it.  President Obama canceled his recent trip in order to "focus on healthcare reform". In regards to changing "no" votes to "yes" votes, democrats have been willing to cut deals with certain senators (ex. Sen. Nelson). I think that democrats will be able to buy a few votes in the house, and one cloture vote in the senate. In conclusion, a healthcare bill will be passed before the 2010 elections, however it will be somewhat watered down and less pretentious as once hoped.

The last time that the democrats in goverment tried to pass a healthcare bill they failed. Because this happenned it caused them to lose control of congress back in 1994. This should be seen as an example of what will happen to democrats if they don't pass the bill this time. I think that the democrats that are holding out on the bill will come around once they realize what will happen to them if they don't.

Emily walker: I think that the healthcare bill will barely pass. As it said in the article, it is in the best interest of the house democrats to vote yes because if the bill does not pass, it will reflect badly on the party as a whole. If the bill does not pass, it's going to make the party look weak and like they can't get anything done. If the house democrats want to get Obama reelected in 2012 ( or any democrat) they need to vote yes on the bill and make the party look strong. However, if the bill does pass republicans will probably get in the way of govt agencies trying to carry out the policies in the bill.

I think that the bill will not pass. There are too many factors involved that would prevent the bill from having a unanimous vote in both the House or Senate. Many members in congress are worries of their own reelection not Nanci pelosi's or the president's. If they do not vote according to what their constituents want the consequence would be that they won't be reelected. Also the democrats are not really together on their vote, some are going to vote yes and some no. There is too much debate between both both parties that there won't be enough votes to pass the bill. Since the proposed bill is 2,000 pages long there are a couple of parts that some congressmen feel really strong about and are heading towards a no vote. The Stupak coalition can be a possible factor from preventing the health care bill from being passed in the Senate. Everyone wants things changed and added to the bill, but the members need to keep in mind that this is to the benefit of the whole nation not just for their districts or states. The democrats are not trying hard enough to be united in this, passing this bill could be he end of the democratic rule or make them stronger than ever.

I think the health care bill will pass because Obama and Pelosi will be doing everything they can to get supporters, and they are capable of having great influence in the voting. People will want to vote in favor of the bill simply because it is going to be one of the biggest and most important pieces of legislation of their generation. They want to make history.

I doubt the healthcare reform bill will pass, because there is opposition from both parties, and Americans as well. Congressional elections are fast approaching and representatives will probably vote against the bill to curry favor with the constituents.

I do not think that the health care bill will be passed. Many Democrats will not vote for it because they want to be elected, and Republicans will vote against it. The bill is extremely long, and many people have not/will not take the time to read the entire thing.

Barack Obama's presidential career's success or failure is completely dependent on passing this bill. Pelosi's image also depends on whether this bills gets passed or not. Because of this, the democrats will go to no ends to do everything possible to ensure that it goes through. If for some reason, the bill fails, Obama and his party will still attempt to compromise or write something else on health care so that will have at least succeeded on one front.
